Dear Sir, In answer to your letter of the 2nd inst., we write to say that we were formerly agents for the National Ceo- logical Survey of Uhina, but we had to give up the agency and ask the Survey not to put our name on their publica- tions for the following reasons: 1) By law of copyright in this country, any book or other publication with the name of a firm resident in England on it as general or English publishers, becomes subject to the copyright law and renåers the importer liable to present 5 or 6 copies (according to the number imported) without charge to the British Museum and the other 4/5 copyright libraries. We pointed this out to the Survey, but could not get them to agree to send us these gratis copies, and of course our sales were in- sufficient to allow us to give out on our own behalf, 5 copies of these absurdly highly priced publications. 2) We were unable to agree with the Survey on the question of price. In the first place they fixed the prices on the basis of 28, per Mexican dollar. This was afterwards raised to 38, per Mexican dollar, and then again to one gold dollar U.S.A. currency, for all coun- tries outside China. Consequently we were at one time paying about 68.6d. per Mexican dollar, which at tnat time was worth about 18.4d. We believe that they afterwards reduced their charge to one-half of a gold dollar for one dollar mex., but it is quite impossible to do business with a Concern which is eontinvally chang- ing its prices in this way. We found, for instance, that we were paying 68. postage on a copy of Palaeontologia Sinica, volume VIT, fasc.2. whereas at the utmost the actual postage expenses could have been 18,.6d. Although we realise that China is a country with low purechasing power, and that the Survey might be justifieå in making a uniform rate for abroad in accordance with the old Standard rate of the dollar mex., viz. about 2s., less a rea- sonable discount to booksellers and plus the actual cost of postage, we very much resent the explojitation of the European and american market by concerns in China and Japan raising the price considerably more than 1004 for abroad. with the repu- tation of 80 years bookselling behind us, we will not encourage such practices, We put our case very elearly end explicity to the pirector, Mr. W. H. Wong, and we had from him a very nice answer, but quite inconceclusive, and he very carefully avoided aneswering certain auestions to which, perhaps, it was very awkward for him to reply. The consequence is that these publications are no longer available for tne public in this country. To the best of our knowledge no one else carries any stock of them, Edward Gold- ston, who is mentioned as another agent, usually applies to us for what he requires, and we have sold nim several of the older publications this vear, Please forgive us for mentioning all these details to you, but knowing vour great interest in the Survey and the valuable work you have performed for it, we think perhaps you might at some time be able to influence these people to adopt a rational method of selling their publications. The Survey still print our name on their lists and we are always glad to execute orders for customers who may desire their publications, after we have had an opportunity of explain- ing to the customer how mueh the book will cost. We have always endeavoured, even at some finanelal loss to ourselves, to lend our reseurces to learned and scientific societies to make their publications known, but in this case customers so resented the high prices we were forced to charge, that tney mostly asked friends in China to bur copies at the local prices and send them to them, in which circumstances an agency becomes valueless.
